It can be, when the people you call have agreed to it — and the rules differ by country, so check yours. Dolphin is built around consent: a campaign cannot start until you confirm the people on it agreed to be contacted, numbers on your do-not-call list are skipped, and calls go out only inside the calling hours you set (9:00–18:00 in each lead's local time by default). The AI always confirms it is an AI when asked and never claims to be human, and you can have it say so in its opening line — a per-campaign setting some markets require.
